Invitation for Expression of Interest (EOI): Curatorship, Design and Fabrication, and Project Management of #ddHK Creative Placemaking Project

Design District Hong Kong (#ddHK), a creative tourism project, offering an authentic experience to tourists, blending HK’s creativity with the rich history, genuine local culture and the communities.

In the theme of “Connected city: HK stories & communities”, a series of creative works, placemaking and events will take place to infuse WanChai with creativity and telling the fascinating stories of Hong Kong. We are now launching a selection procedure to appoint the Creative Placemaking Service Provider to carry out the assignment of curate and develop, design and fabricate, manage and follow up the Creative Placemaking works.

Creative Placemaking Project

Aiming to revitalise Wan Chai District and activate the underused public space, 6 types of venues* (listed in Appendix I) in Wan Chai district may potentially be the pilot sites to implement creative placemaking ideas, not only to support art & design on streets, but more importantly, to improve neighbourhood through site-specific ideas like art on streets, installations, temporary street furniture, greenery, low-cost designs etc., in a site specific expression and the identification of the district.

In addition, creative programme such as outdoor games, performances, workshops, exhibition, education programme or public activities to activate the public space and connect with the communities are expected as a complementary part of the creative placemaking project.

Project Name: Creative Development, Design and Fabrication, and Project Management of the Creative Placemaking of Design District Hong Kong (#ddHK).
Total budget of the  proposal (all inclusive)    Max. HK$ 3,400,000 .   Deadline for  EOI   5pm on 30 May 2018.

Who can participate?

I) Individual Applicant

  1. Permanent Resident of HKSAR
  2. Aged 18 or above
  3. Architects, Urban Planners, Designers, Artists, Craftsmen, Engineers, Art Educator, Cultural specialist or in related professions

II) Legal Entity

  1. Legal organisation, group, association or business based in Hong Kong
  2. Hong Kong registered with effective Business Registration/ or with equivalent certificate and document/ or with office bearers/ or with legal representatives

Selection Process

Stage 1 – Expression of Interest (EOI)

Interested party shall submit EOI (FORM A, FORM B and FORM C) as specified in submission requirements to Hong Kong Design Centre office by 5pm on 30 May 2018. 

Stage 2 – Final proposal

The shortlisted tenderers shall develop and submit the final proposal and the related budget breakdown by 5pm 29 June 2018. All shortlisted tenderers will be invited to a vetting presentation (tentatively on or before 4 July 2018). 

HKDC shall have no obligations whatsoever to accept the proposal with lowest price or to accept any proposal at all.

*HKDC will only arrange one briefing session for this creative placemaking project. All interested tendered shall email to meiping.lam@hkdesigncentre.org by 12 noon of 16 May 2018 on the attendance to the briefing session.

**Remarks: The revised final proposal (submission by end Jul 2018) shall remind minimum 70% as of the submitted final proposal (submission for 2nd Round Vetting). Change of content or collaborators line-up and their respective budget with more than 70% of the submitted original final proposal shall seek for HKDC’s prior approval via official written letter with full proposal and justification at least two weeks before the submission deadline of revised final proposal. If HKDC do not approve the related changes, HKDC reserves the right to disqualify the awarded tenderer or withdraw the tender.
